About this file

This is Addendum 2 to a Request for Proposals issued by the City of Cortland, New York for the demolition of the Roundhouse Mill located at 41 Elm Street, Cortland, NY 13045. The project scope includes complete demolition of all existing structures, removal and disposal of all debris including asbestos-containing material, backfill, grading, and site restoration. The project is being rebid following an unsuccessful initial solicitation; the original awardee and the City were unable to reach a mutually acceptable contract agreement, and remaining bids exceeded the City's budget. The demolition is scheduled for July 8, 2026, and a mandatory walk-through is scheduled for Wednesday, July 15 from 12:00–1:00 PM with no additional dates offered. The work must be performed as a non-friable controlled demolition in compliance with the NYS Department of Labor's approved Petition for Asbestos Variance SH-67M3E dated December 5, 2025. Contractors must be licensed by New York State for asbestos handling and must comply with all New York State and Federal asbestos handling regulations.

The contractor is responsible for all costs including permits, site work, disposal with transportation fees, equipment, and materials necessary for complete project completion. The City will waive all applicable City fees and permits, including the demolition permit fee, but the contractor remains responsible for obtaining all other required permits and approvals and any associated non-City fees. Key clarifications in this addendum include confirmation that concrete foundations and floor slabs may be crushed on-site and used as backfill, the sewer and water cap-off work is included in the bid price (4-inch sewer and 2-inch water), silo removal is required with two silos approximately one-quarter to one-half full, all deep foundations must be removed entirely, the contractor is responsible for all dewatering activities, and all non-friable waste must be delivered to Cortland County Landfill per local flow control law. The City will provide disposal of clean concrete at its facility located at 19 South Franklin Street, Cortland, NY 13045, available at any time necessary. No bid bond is required, and Elm Street may be temporarily closed to traffic during main structure demolition with coordination through the City at no cost to the contractor.

CITY OF CORTLAND

NOTICE TO BIDDERS

ADDENDUM 2 -CITY OF CORTLAND ROUNDHOUSE MILL DEMOLITION PROJECT- DEMOLITION

DATE: July 8, 2026

THE CITY OF CORTLAND HAS RECEIVED THE FOLLOWING INQUIRIES REGARDING THE ABOVE REFERENCED RFQ. PLEASE NOTE THE CITY’S RESPONSES TO THESE QUESTIONS BELOW.

A WALK-THRU IS SCHEDULED FOR WEDNESDAY 7/15 FROM 12:00-1:00PM.

THERE WILL BE NO ADDITIONAL DATE OR TIME.

Q: Are bidders to assume that the concrete floor slabs and foundation walls are assumed to be disposed of as clean fill (non-ACM)?

A: Yes.

Q: Can the concrete foundations and floor slabs be crushed on-site and utilized as backfill?

A: Yes, as long as it meets all other backfill specifications listed in the RFP.

Q: Please confirm that this work will be performed as a non-friable controlled demolition and will be acceptable to be disposed of as non-friable waste.

A: Yes.

Q: Why is this project out for rebid and why was the project not awarded during the original bidding process?

A: The City is reissuing this Request for Proposals because the City and the proposer that received the original Notice of Intent to Award were unable to reach a mutually acceptable agreement during the contract negotiation process. The remaining proposals received during the original solicitation exceeded the City's available budget for the demolition work. Accordingly, the City determined that it was in its best interest to reissue the solicitation with certain revisions intended to encourage more competitive pricing while maintaining the project's requirements.

Q: Sewer and Water Cap Off? (Is that included in our price? If so, do you know the Service size).

A: Yes, it should be included in the price. It is believed that the Sewer is 4-inch and Water is 2-inch.

Q: Is the building constructed as slab-on-grade, or does it include a basement? If there is a basement, please provide the foundation depth and dimensions.

A: The building is not believed to have a basement, and foundation depth is unknown.

Q: What backfill material are you requiring?

A: Please reference RFP specifications including:

1.1.1. All fill materials shall be earthen materials free of clay, loam, glass, metal, herbaceous, combustible, or unstable materials and meeting NYS DOT Standard Specification 733.04A Types 1,2,3 or 4.

Q: Can you confirm that the only change to this RFP compared to the original version is that the City will pay for the disposal of clean concrete at a designated site, as referenced in Section 4.8.3?

A: No. While the primary substantive change to the scope of work is that the City will provide for the disposal of clean concrete at a designated site, as reflected in Section 4.8.3, the re-issued RFP also contains several additional revisions intended to clarify the procurement process and contract requirements.

These revisions include, but are not limited to:

· Revisions to the Intent to Award provisions.

· Updates to the Evaluation and Selection Process.

· Clarifications to Sections 4.3.1, 4.8.1, and 4.8.2.

· Addition of a structured Bid Proposal Form.

The overall scope of work has not materially changed, with the exception of the revised provisions regarding concrete disposal. However, all prospective proposers are strongly encouraged to review the re-issued RFP in its entirety and prepare their proposals based on all requirements, terms, conditions, and specifications contained in the current solicitation.

Q: Please provide the business name and address of the designated site for clean concrete disposal.

A: City of Cortland, 19 S. Franklin Street, Cortland, NY 13045

Q: What are the operating days and hours for this designated concrete disposal site?

A: The designated concrete disposal site will be made available to the Contractor at any time necessary.

Q: Can you confirm whether or not the silos are empty of material? It appears they still have product and should be treated accordingly if so.

A: Two silos appear to be approximately one-quarter (¼) to one-half (½) full and shall be treated accordingly.

Q: Can you confirm all waste must be delivered to Cortland County Landfill per the local flow control law?

A: Yes.

Q: Does the contractor need to retain a DEC certified rodent exterminator for the project?

A: Proper identification, control, and disposal of contaminated materials are required to protect workers and ensure compliance with labor and environmental regulations enforced by the New York State Department of Environmental Conservation.

Q: Can Elm Street, located in front of the building, be temporarily closed to traffic during demolition of the main structure? If permitted, please advise on any required traffic control plans, permits, notifications, and associated fees.

A: Yes. The Contractor shall coordinate all necessary arrangements with the City. No fees will be assessed.

Q: Will the City waive the demolition permit fee for this project? If not, please specify the required permit(s), applicable fee amount(s), and any associated application requirements.

A: All applicable City fees and permits will be waived. The Contractor shall remain responsible for obtaining all other required permits and approvals, as well as any associated non-City fees.

Q: Is the contractor permitted to use a City fire hydrant for dust control during demolition activities? If so, please clarify whether a permit is required, any associated fees, and whether there are specific requirements for metering or backflow prevention.

A: The Contractor will be permitted to use City fire hydrants for demolition purposes. Metering will not be required, and all City permits and fees will be waived.

Q: Please confirm whether a bid bond is required for this project. If so, kindly indicate the required percentages and any specific form or submission requirements.

A: A bid bond is not required.

Q: Do the project specifications and all addenda issued for the original bid solicitation also apply to this rebid?

A: Yes- see the remaining questions/answers.

Q: Can you confirm all deep foundations, including the 15 plus ft poured concrete foundations under the silos, must be removed in total?

A: The exact depth of the foundations, including those beneath the silos, is unknown. However, all foundations are to be removed in their entirety as part of the project scope.

Q: Can you confirm that contractor will be responsible for the dewatering necessary for deep foundation removal in their base bid?

A: The contractor shall be responsible for all dewatering activities necessary.

Q: Does remediation of rat excrement need to take place before delivery of non-friable waste to the Cortland County Landfill?

A: Wetting and dust control measures should be sufficient to address this issue per the County Health Department.

Q: Site Fencing Specification (Technical Specification 3.1)The specification states: “install construction/mesh fencing completely enclosing site prior to start of work.” Please clarify whether this refers to 4-foot orange construction safety fencing or 6-foot temporary chain-link fence panels (or an equivalent standard).

A: A 4 ft orange construction safety fence is sufficient.

Q: Can you verify if the mill indeed has a basement or is it on piers. It seems that there was not a basement access during the walk through. If one exists can the volume be provided?

A: The building is not believed to have a basement.

Q: The current survey documentation does not clearly establish whether Category II non-friable asbestos-containing materials (ACM) are present, and it appears that not all suspect materials were evaluated. Category I non-friable ACM (i.e., asphalt roofing materials, vinyl asbestos floor tile, and associated mastics/adhesives) are typically identifiable and seem to be addressed by assumptions; however, other non-friable materials captured within this category (i.e., Category II non-friable ACM) are not clearly documented in the existing report./ Given that the site-specific variance requires removal of Category II non-friable ACM prior to demolition, please confirm whether identification and quantification of these materials is to be included in the consultant’s scope, or if additional information will be provided by the Owner.

A: Based on information provided by the firm that applied for the variance, Category II non-friable ACM typically includes materials such as asbestos cement siding, piping, or similar products that may become friable if crushed or otherwise disturbed during demolition. While the existing survey did not specifically identify Category II non-friable ACM, the contractor shall be responsible for identifying and removing any such materials encountered during the course of the work prior to general demolition.

The responses provided herein are issued by the City to the best of its knowledge and based on the information available at the time of issuance. These responses are intended solely to clarify the requirements of the Request for Proposals (RFP) and should not be interpreted as guarantees, warranties, or representations regarding site conditions, existing conditions, or any other project-specific circumstances. Proposers remain solely responsible for conducting their own due diligence and preparing their proposals accordingly.
