About this opportunity
The City of Collins, Georgia is soliciting statements of qualifications and proposals for FY27 Community Development Block Grant (CDBG) engineering services covering a sewerage system, street, and drainage project, with submissions due December 1, 2026 at 12:00 p.m. Responding firms should be technically qualified and licensed in the State of Georgia, which filters who can bid.
The initial engagement is preliminary engineering for a potential FY27 CDBG project. If the project is funded, the scope extends to design and construction management services. The draft Preliminary Engineering Report is due January 16, 2027. Submissions must cover firm history and resources; CDBG, EIP, RDF, and other Georgia Department of Community Affairs (DCA) grant experience; key personnel qualifications; current workload; scope and level of service; comparable projects with references; fees or percentages for the report and for design and construction management; Errors and Omissions insurance; and the Statement of Qualifications Form, which firms must request before submitting. All contracts are subject to federal and state provisions prescribed by the Georgia DCA and to HUD-assisted project laws, including Title VI, Section 109, the Fair Housing Act, Section 504, the Americans with Disabilities Act, the Architectural Barriers Act, and the Build America, Buy America Act.
The city scores firms on its Appendix C form, which assigns zero to two points on each of five criteria for a maximum of ten points: the firm's ability to provide the necessary disciplines, key personnel experience with similar projects, quality of references, comparable project experience, and price competitiveness. Reviewers also confirm whether a firm can meet the report deadline and carries Errors and Omissions coverage. Funding is contingent upon FY27 CDBG grant approval. Proposals go to Bethany Newby at the City of Collins, which reserves the right to accept or reject any proposal and to waive informalities.
