The City of Cleveland, Georgia Police Department is requesting proposals for in-car camera hardware, body-worn camera hardware, cloud storage and redaction software, installation, maintenance, and warranties for a five-year camera system project, with proposals due June 10, 2026 at 12:00 p.m. Questions are due June 8, 2026 at 12:00 p.m.
The scope requires thirteen in-car camera systems for patrol vehicles capable of capturing forward-facing and back-seat footage with sound recording from both inside and outside the vehicle, and sixteen body-worn cameras for personnel with forward-facing video and audio recording and manual activation. Both systems must support data synchronization, pre-event recording of thirty seconds, event bookmarking, and upload capabilities via wireless network or cellular connectivity. A mandatory mid-contract upgrade or replacement of body-worn camera devices is required at the two-year mark.
Vendors must propose separate pricing for all hardware, software, installation, and maintenance services, with distinct pricing for cloud storage options including unlimited storage and 180-day minimum retention configurations. Payment may be structured as a lump sum or annual installments at the contract anniversary date. Proposals must specify warranty periods, describe service delivery and mobilization timelines, and include a minimum of three references from agencies that have implemented similar systems. Vendors may conduct on-site or remote demonstrations prior to the submission deadline. The City reserves the right to reject any or all proposals, waive informalities, and negotiate terms as deemed in its best interest.
