About this opportunity

The City of Cibolo, Texas is soliciting competitive sealed proposals under CSP No. 2026-547-40 for construction of a new 9,490-square-foot Animal Services Facility at 240 Haeckerville Road, with a pre-submittal conference on November 10, 2026 and proposals due December 3, 2026. Contractors must meet Davis-Bacon prevailing wage requirements for Guadalupe County, and each proposal must include a 5% proposal bond. The selected contractor must furnish 100% performance and payment bonds within 10 days of contract execution.

The facility will house 66 cats and 30 dogs, with intake, housing, adoption, veterinary support, administration, storage, maintenance, and staff areas. Site work includes covered outdoor dog kennels, secure dog exercise and play yards, perimeter fencing with controlled-access gates, 20 public parking spaces with reserved space for 10 more, 21 staff spaces, stormwater management, utility connections, site lighting, and signage. Systems named in the contract documents include a commercial kitchen hood, an emergency generator, and a drip septic system. Mandatory requirements include documentation of authority to conduct business in Texas, financial stability, bonding capacity, Family Code and tax record compliance, and debarment and suspension certification. Insurance requirements include commercial general liability of $1 million per occurrence and $2 million aggregate, excess liability of $5 million per occurrence, and builder's risk equal to full contract value. Form 1295 Certificate of Interested Parties is required.

The estimated maximum construction budget is approximately $7.9 million, including all incidental and contingent expenses. Substantial completion is required within 426 calendar days of Notice to Proceed, with final completion 30 days later. Proposals are evaluated on a weighted basis: proposed contract amount (40 points), experience with similar projects (35 points), key personnel qualifications (25 points), and financial and litigation history (pass/fail). The City will rank proposals and negotiate with the highest-ranked offeror, proceeding to the next-ranked offeror if negotiations fail. Proposals remain open for 90 days after opening, and the City Council may make the award. Questions are due November 18, 2026 at 11:00 a.m. CST, and proposals open publicly at 2:00 p.m. CST on December 3, 2026 at 201 W. Loop 539, Cibolo, Texas.
