About this opportunity

The City of Chula Vista, California is requesting bids for 2027 police patrol vehicles under RFB B13-2027, with proposals due September 17, 2026.

The solicitation accepts bids on two specified vehicle configurations: a 2027 Ford Police Interceptor Utility with a 3.0L V6 EcoBoost engine, 10-speed automatic transmission, all-wheel-drive platform, and police-specific option codes including Whelen dual LED spot lamps, BLIS blind spot monitoring, pre-collision assist with pedestrian detection, rear camera on-demand, and switchable red/white lighting; and a 2027 Chevrolet Police Blazer electric vehicle with police package identifier, charcoal black interior, and law-enforcement-specific features including keyless remote panic button, fleet calibration with single key code, and California emissions compliance. Both vehicles are to be finished in black exterior with charcoal black unique heavy-duty cloth front bucket seats and vinyl rear seating. The dealership is responsible for completing all vehicle registrations for municipal exempt plates.

Bid deposits of at least 10% of the bid amount are required in cash, certified check, or surety bond. Pricing must be firm and fixed, with no escalation; the City will furnish Federal Excise Tax Exemption Certificates, and bidders must exclude state, city, and county sales taxes from quoted prices. Successful bidders must provide proof of liability and property damage insurance with a minimum of $1 million combined single limit coverage, with the City named as additional insured, and must obtain a City Business License prior to commencing work. Performance bonds equal to 100% of contract price and warranty coverage for at least 12 months after City acceptance are required.

The City reserves the right to reject any bids, waive technical defects, and award to one or multiple bidders based on lowest responsive and responsible bidder status, considering past performance, total unit cost, life cycle costs, warranty, quality, and operational requirements. Disputes proceed first to the Purchasing Agent for written decision, then to mediation before legal action. The City retains the right to terminate agreements with 30 days written notice for any reason.
