About this opportunity

The City of Cheyenne, Wyoming, is seeking proposals for a comprehensive Compost Operations Plan through RFP #1-26, targeting professional firms with specialized compost expertise. The procurement focuses on developing a detailed assessment and strategic plan for the city's existing compost facility, with specific objectives including evaluating current operations, productivity analysis, environmental controls, equipment assessment, employee training, and operational optimization. Proposers must be certified by the United States Compost Council (USCC) and/or the Solid Waste Association of North America (SWANA), demonstrating advanced knowledge in compost management. The project requires a two-step proposal process with technical and price components, with proposals due on September 15, 2025, at 3:00 pm through the city's eProcurement Portal. Evaluation criteria will include the proposer's composting operations experience, data analysis capabilities, understanding of Wyoming state regulations, and knowledge of local resources. The scope of work mandates producing a comprehensive operations plan, presenting findings to staff and City Council, and providing one-year implementation support with monthly on-site visits. A pre-proposal Zoom meeting was held on August 27, 2025, and final selection is anticipated by September 18, 2025, with contract execution expected on September 24, 2025.

The procurement is open to professional firms, with a specific requirement that out-of-state corporations must be registered with the Wyoming Secretary of State to participate. Proposers must confirm their proposal's validity for at least 120 days and may need to provide documentation about their status as a resident contractor with the Wyoming Department of Workforce Services. While no specific set-aside designations for disadvantaged enterprises were explicitly mentioned, the RFP emphasizes professional certification and technical expertise as primary qualifications. The existing compost facility currently uses a loader and turned window process for composting, suggesting potential integration of new operational strategies and equipment recommendations. Although a specific budget range was not disclosed in the documents, the comprehensive nature of the project—involving facility assessment, operational planning, and implementation support—indicates a substantial investment in improving the city's compost operations. The current facility processes yard waste from the public and aims to produce a saleable compost product, with the new operations plan intended to enhance efficiency, service quality, and overall facility management.
