About this opportunity
The City of Bradenton, Florida, a political subdivision of Manatee County, is issuing a Request for Qualifications (RFQ) to select a qualified consultant for professional master planning services covering nine municipal parks and recreation areas. The consultant will develop a comprehensive 10-year master plan serving as a strategic roadmap addressing maintenance needs and costs, landscape improvements, equipment and facilities planning, capital improvement recommendations, and funding opportunities for the following parks: 17th Avenue West Park, 28th Street Park, John & Rebecca Neal Park, Lewis Park, Love Park, Martin Luther King Jr Park, Norma Lloyd Park, Palma Sola Causeway, and Park at Olde Westfield. Qualified proposers must be registered with the Florida Department of Business and Professional Regulation to provide engineering, architecture, or landscape architecture services, with preferred qualifications including successful completion of a minimum of three park master plans within the previous ten years. The evaluation criteria allocate 40 points to the ability and qualifications of professional personnel, 30 points to past performance and relevant project experience, and 30 points to the proposed project approach including management techniques, public outreach strategy, and timeline. Key dates include a non-mandatory pre-proposal meeting on April 1, 2026, at 10:00 a.m. via Zoom; a question submission deadline of April 8, 2026, at 5:00 p.m.; proposal submission deadline of April 22, 2026, at 2:30 p.m. through the City's OpenGov procurement portal; evaluation committee meetings on May 6, 2026; short-listed proposer presentations on May 20, 2026; notice of recommended award on May 21, 2026; and contract award on June 10, 2026. Proposals must include required forms and certifications, professional licenses, resumes of key personnel, documentation of up to five completed relevant projects, current workload information, detailed project approach and methodology, and a graphical schedule with major milestones.
The RFQ does not specify set-aside designations or restrictions limiting responses to disadvantaged enterprises or specific organizational types. No incumbent vendors or current contractors are identified in the procurement documents. The consultant must maintain comprehensive insurance coverage including workers' compensation, commercial general liability with minimum limits of $1,000,000, and professional liability insurance of at least $1,000,000. The document does not provide a specific award value or budget range; however, all awards are subject to appropriation of sufficient funds by the City, and the resulting contract may be subject to modifications and changes at the City's discretion. Interested consultants should note that the City reserves the right to modify project scope and contract terms following the award process.
