About this opportunity

This Mini-RFP, issued by the Oregon Department of Transportation (ODOT) on behalf of the City of Astoria, procures architectural and engineering services and related professional services for the development of the Tongue Point Area Plan (TPAP), a comprehensive land use and transportation planning project funded through the Transportation and Growth Management (TGM) Program with federal Highway Administration support. The project aims to establish a long-range vision and implementation strategy addressing transportation safety, multimodal access, workforce mobility, housing development, freight accessibility, and land use opportunities within the Greater Tongue Point Area, serving as the eastern gateway to Astoria. Deliverables include multiple memoranda addressing project vision and objectives, existing conditions analysis, market analysis, alternative project evaluation, development code recommendations, and transportation system plan modifications, supported by extensive community engagement comprising up to 12 Project Management Team meetings, two Community Advisory Committee meetings, two public meetings, stakeholder interviews, two online surveys, and a dedicated project website. Minimum qualifications require proposers to have an Oregon-registered Professional Engineer (Civil or Traffic) in responsible charge, with specific expertise in traffic analysis using the Highway Capacity Manual and Oregon's Analysis Procedures Manual, and all deliverables must meet Section 508 accessibility standards and incorporate Title VI equity considerations and sustainability principles. Evaluation will be based on four criteria: specific experience of key staff (25 points), project approach (45 points), work samples demonstrating similar project experience (20 points), and clarity and conformity with requirements (10 points), with potential for up to 50 additional points awarded through interviews or follow-up questions. The solicitation is restricted to 14 pre-qualified consultants holding Price Agreements under the TLUP '21 series in Land Use Planning and Transportation System Planning disciplines. Proposals must be submitted via OregonBuys by May 13, 2026, with questions due by May 8, 2026 (five calendar days prior to bid opening), and the anticipated contract start date is Summer 2026 with completion expected by Winter 2027.

The procurement is restricted to the 14 pre-qualified consultants holding standing Price Agreements under the Transportation Land Use Planning 2021 (TLUP '21) series, limiting competition to firms previously vetted under this ODOT procurement framework. Disadvantaged Business Enterprise (DBE) requirements, previously applicable to federally funded projects, have been suspended pending implementation of new federal guidelines effective October 3, 2025; however, proposers must still certify non-discrimination practices regarding minority and women-owned business enterprises and comply with sexual harassment prevention policies for contracts valued at $150,000 or more. Proposers must also certify the absence of delinquent debt to the State of Oregon and complete conflict of interest disclosures in accordance with ODOT's COI Guidelines. The compensation structure will be determined by ODOT and may utilize fixed price per deliverable, fixed price per task, or time and materials arrangements up to a not-to-exceed amount, with the specific budget and award value to be negotiated during contract execution; payment will be rendered upon completion or acceptable monthly progress on tasks and deliverables in conformance with Price Agreement requirements. The offer period is firm for a minimum of 180 days following the Bid Opening Date, with the Agency reserving the right to make additional awards up to nine months following the close of the Mini-RFP.
