The procurement is subject to several key regulatory requirements, including Section 3 of the Housing and Urban Development Act and the Build America, Buy America Act (BABAA). These regulations mandate opportunities for low-income residents and require that iron, steel, manufactured products, and construction materials be produced in the United States. The project is funded in part by a Community Development Block Grant, which introduces additional compliance obligations. Contractors must demonstrate efforts to provide employment and contracting opportunities to low-income residents and Section 3 businesses, with preferences given to businesses that employ Section 3 residents or subcontract to qualified Section 3 businesses. Potential contractors must complete mandatory certification forms and can face penalties up to $100 per day for non-compliance, including potential contract termination and debarment from future HUD-funded projects. Interested parties can contact City Clerk Mary King at 229-725-4276 for additional information on employment, contracting, and subcontracting opportunities.
