About this opportunity

The City of Allentown is seeking a contractor for an Infiltration and Inflow (I & I) Source Reduction Program - Year 2, Contract 1, which involves comprehensive sanitary sewer rehabilitation through Cured-in-Place Pipe (CIPP) lining. The project encompasses approximately 36,093 linear feet of sanitary sewer pipelines with diameters ranging from 8 to 15 inches, located specifically in the Trout Creek Park Basin. Bidders must carefully review the comprehensive bid documents, including the contract specifications, bid drawings, and attachments to ensure full compliance with project requirements. The bid submission deadline is September 18, 2025, with the contract opportunity officially posted on August 18, 2025. Key deliverables will include complete rehabilitation of the specified sewer pipeline segments using CIPP lining techniques, with contractors expected to demonstrate technical expertise in municipal infrastructure rehabilitation and compliance with all municipal engineering standards.

While the documentation does not explicitly outline specific set-aside provisions or disadvantaged business enterprise requirements, potential bidders should be prepared to demonstrate significant municipal infrastructure rehabilitation experience, appropriate licensing, and technical capabilities. The project appears to be a substantial municipal infrastructure improvement initiative with potential award values likely in the mid-to-high six-figure range, though precise budget allocations are not specified in the provided documentation. Contractors will need specialized expertise in trenchless sewer rehabilitation technologies, particularly CIPP lining methods, and must be capable of executing complex underground infrastructure projects with minimal disruption to the existing urban environment. The accompanying bid documents, including the primary contract specifications (5MB), bid drawings (63MB), and addendum materials, provide comprehensive details about project expectations, technical specifications, and submission requirements for interested contractors.
