About this opportunity
The City of Alamo, Georgia is seeking proposals from experienced contractors for a clearing and snagging project under the USDA Natural Resources Conservation Service's (NRCS) Environmental Watershed Protection (EWP) Program. The project involves removing debris from streams at five sites throughout the city, resulting from Hurricane Helene, with a total of 1,150 linear feet of stream channel work. Contractors will be responsible for selectively removing vegetation from stream banks, removing snags and obstructions, and vegetating disturbed areas according to NRCS Standard Practices and Specifications. The primary objectives include reducing risks to agricultural resources and civil infrastructure by restoring flow capacity, preventing bank erosion, and minimizing debris blockages. Proposals will be evaluated on a 100-point system: 30 points for contractor capacity and experience, 10 points for references, and 60 points for pricing, with a potential additional 20 points from interviews. A mandatory pre-proposal meeting is scheduled for September 9, 2025, at 2:00 PM at Alamo City Hall, and proposals must be submitted online through the DFS Procurement Portal by 9:00 AM on September 15, 2025, with all work to be completed by October 18, 2025.
The solicitation encourages participation from women, minority, and veteran-owned businesses, with the RFP including specific affirmative steps for small and minority business inclusion. Contractors must provide comprehensive documentation, including a non-collusion declaration, lobbying certification, debarment certification, conflict of interest statement, and a drug-free workplace affidavit. While no specific incumbent vendors are mentioned, the project emphasizes using native vegetation and minimizing ecological disruption. Contractors must demonstrate capabilities through detailed proposal submissions and provide proof of insurance and compliance with federal, state, and local regulations. Although a specific budget range is not explicitly stated, the project is funded through the NRCS Emergency Watershed Protection Program, with pricing to be submitted on a per-linear-foot basis for each of the five sites. The City of Alamo reserves the right to accept or reject any proposals and may award work per location or line item, suggesting flexibility in the procurement approach.
