About this opportunity

The City of Kissimmee is seeking a City Hearing Officer through Request for Proposal RFP2025-011, with proposals due by 2:00 p.m. on June 26, 2025. The selected contractor will be an attorney admitted to the Florida Bar, responsible for conducting public hearings related to contested red light camera notices of violation, parking violations, and noise violations. Key qualifications include experience with Section 316.0083 Florida Statutes, Chapters 22 and 42 of Kissimmee City Code, administrative law, and evidence law. The hearing officer will perform services at City Hall, with anticipated work not exceeding 10-12 hours per month, and will be responsible for making findings of fact, rendering decisions, and executing judgments while ensuring due process. Proposal requirements include submission of references, a comprehensive resume, and a Schedule of Offers, with hearings conducted in accordance with specific statutory provisions including potential future school zone speed detection system violations.

The contract opportunity does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The proposed contract term is two years, with potential renewal for three additional one-year periods. Compensation will be at an hourly rate to be specified in the proposal, with monthly invoicing anticipated. Mandatory requirements include maintaining professional liability insurance with a minimum $500,000 coverage, providing a drug-free workplace certification, and complying with state regulations such as E-Verify and public records laws. While no incumbent vendor is mentioned, the contractor must be an independent attorney who will not serve in more than one office in violation of the Florida Constitution. The precise budget range is not explicitly stated, but the limited monthly hours suggest a moderate-value contract focused on specialized legal services for municipal administrative hearings.
