About this opportunity
The City of Kissimmee, located in Florida's Polk County, is seeking a City Hearing Officer through a re-bid procurement process (RFP2025-013) for specialized legal services. The primary objective is to appoint a qualified attorney admitted to the Florida Bar who will conduct public hearings for contested red light camera violations, parking violations, noise violations, and potentially school zone speed detection violations. The ideal candidate must possess extensive experience in administrative law, evidence law, and demonstrate a comprehensive understanding of Section 316.0083, Florida Statutes, and relevant Chapters 22 and 42 of the City of Kissimmee City Code. The procurement requires the Hearing Officer to render decisions, execute judgments, and ensure due process during hearings, which will be conducted at City Hall located at 101 Church Street, Kissimmee. Proposals are due by 2:00 p.m. on July 24, 2025, with a public opening scheduled for 2:30 p.m. the same day. The anticipated workload is estimated at 10-12 hours per month, and the initial appointment will be for a two-year term with potential for three additional one-year renewals.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Proposals must include a completed Schedule of Offers detailing hourly fees, references, and a comprehensive resume. The City has established standard contract provisions requiring a minimum of $500,000 in insurance coverage and mandating compliance with public records laws, E-Verify participation, and various state statutes regarding vendor eligibility. While a specific budget range is not explicitly stated, the contract's scope suggests a modest financial commitment aligned with the limited monthly hours. The City has implemented a local vendor preference policy and reserves the right to reject any or all proposals. Bidders must complete additional documentation, including a drug-free workplace certification and a local vendor affidavit, to be considered for the contract.
