Bids are solicited on a lump sum basis with no unit prices; contractors must include all labor, materials, equipment, supervision, mobilization, site protection, and incidentals. A bid bond equal to 10 percent of the total bid amount is required, and performance and payment bonds must be provided prior to work commencement. Liquidated damages are set at $500 per calendar day for delays and $500 per incident for failure to report sewage spills.
The City reserves the right to reject any or all bids and may reject bids 10 percent greater or 20 percent less than the engineer's estimate or containing item bids varying more than 30 percent from the engineer's estimate. First-tier subcontractor disclosure is required if contract value exceeds $100,000, listing subcontractors with contract values of 5 percent of the total bid price (minimum $15,000) or $350,000 regardless of percentage.
