About this file
This Addendum Number 1 document issued by the City of Springfield Development and Public Works Department modifies the Invitation to Bid for Project P11026, City Hall South Stairs Concrete Repair. The addendum expands the project scope to include concrete repair and restoration work at both the South Entrance and the newly added Northwest Entry of Springfield City Hall located at 225 Fifth Street, Springfield, Oregon. The work encompasses concrete removal and preparation, structural repair and patching, surface restoration, protective two-part epoxy coating application, site protection, pedestrian access maintenance, cleanup, disposal, and all incidental work necessary for project completion at both locations. The mandatory pre-bid meeting remains scheduled for Friday, October 9, 2026, at 11:00 a.m., with both work areas to be reviewed during the site evaluation. Bidders are required to acknowledge receipt of this addendum by signing and dating the document and including it as part of their bid submittal package.
The lump sum bid shall represent the total price for a functionally complete project at both locations, with no separate or additional payment made for the Northwest Entry work solely because it was added through this addendum. Contractors must incorporate the added Northwest Entry work into their lump sum bid and include all labor, materials, equipment, supervision, tools, mobilization, site protection, concrete repair, coating, pedestrian controls, cleanup, disposal, and incidentals. Field verification of conditions within the revised work limits constitutes part of the contractor's work and does not constitute a change order or adjustment to the contract amount. All other terms and conditions of the original Invitation to Bid, including the October 27, 2026 bid deadline at 1:59 p.m., completion requirements, and other solicitation requirements, remain unchanged. The Northwest Entry Plans attachment to this addendum is incorporated into the Contract Documents and shall be read in conjunction with the original South Entrance drawings and written contract documents.
