Specific deliverables include installing shut-off valves, replacing piping segments, addressing freezing pipes, and resolving insulation issues. The proposal submission deadline is June 12, 2023, at 10:00 am, with a non-mandatory pre-proposal meeting scheduled for May 31, 2023, at 11:00 am in the City Hall Governor's Room. Bidders must submit all proposals through the City's e-Procurement Portal, with technical questions accepted via the portal's Q&A function until 3:00 pm on June 9, 2023.
Respondents must have a minimum of 10 years of experience under their current business name and are required to submit comprehensive documentation, including insurance certificates, affirmative action certification, non-segregated facilities certificate, non-collision affidavit, and contractor disclosures. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, contractors must comply with various federal and state regulations, including Buy USA provisions for material sourcing. The proposal must include detailed cost breakdowns covering prevailing wage rates, system repairs, materials, and potential additional expenses. Contractors will need to provide insurance with specific coverage limits and demonstrate compliance with local tax requirements. Although a specific budget range is not disclosed, the project involves substantial infrastructure repairs that will require significant technical expertise and investment in pipe replacement and restoration work.
