About this opportunity

The City of Greensboro, located in Hall County, Georgia, is soliciting Design-Build services for a new City Hall construction project through a Request for Proposals (RFP). The procurement seeks a comprehensive design and construction management firm to demolish the existing City Hall and construct a new 10,700-square-foot municipal facility at 212 North Main Street. Key project deliverables include facility assessment, project design, permitting, project management, pre-construction, construction, and warranty phase services. Respondents must demonstrate significant capabilities in site work, building construction, design development, value engineering, scheduling, safety planning, and subcontractor management. The evaluation criteria for selection will be based on multiple factors: firm stability (10 points), experience and qualifications (25 points), project team qualifications (25 points), preconstruction/design approach (15 points), management plan (15 points), and statement of suitability (10 points). Critical procurement dates include a questions deadline of March 7, 2025, and proposal submissions due by March 25, 2025, at 2:00 PM EST.

Prospective design-build firms must meet specific qualification requirements, including demonstrating sufficient bonding capacity, maintaining an Experience Modification Rate (EMR) of 1.0 or less over the past three years, and holding appropriate Georgia state licensing. The contract will be structured as an Actual Cost plus Fixed Fee mechanism, not to exceed the Guaranteed Maximum Price (GMP), with a total project budget of $3.5 million. The procurement will utilize a "Consensus Doc" form agreement between the Owner and Design-Builder. While no specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documentation, respondents should be prepared to potentially demonstrate diversity and inclusion capabilities. The City of Greensboro reserves the right to reject any or all proposals and to waive technicalities at their discretion, indicating a competitive and selective procurement process. Interested firms should carefully review the complete RFP documentation and follow all instructions meticulously to maximize their potential for selection.
