About this opportunity

The City of Waco, Texas is seeking a contractor to install standby generator systems at four municipal facilities through Request for Bid (RFB) No. 2025-076. The project involves providing new generator installations at the Dewey Community Center, Waco Multi-Purpose Center, and Fleet Services Heavy and Light Shops, with the primary objective of establishing backup power sources during utility interruptions. Bidders must provide pricing for both diesel-only and dual-fuel generator configurations, with generator sizes ranging from 80 kW to 350 kW. A pre-bid meeting is scheduled for September 29, 2025, at 10:00 AM Central Time via Zoom, and bids are due on October 24, 2025, at 2:05 PM Central Time. The City aims to complete the entire project by December 31, 2026, with liquidated damages of $500 per working day until substantial completion and $250 per working day until final completion. Contractors must comply with NFPA 110 Level 1 requirements, EPA emissions standards, and provide comprehensive documentation and testing protocols.

The procurement appears to be funded through the American Rescue Plan Act (ARPA), with potential set-aside considerations for disadvantaged businesses implied by federal funding guidelines. Contractors must adhere to Buy America provisions, equal employment opportunity regulations, and federal funding compliance requirements. The bid package allows for multiple award scenarios, with the City reserving the right to select one or more vendors based on availability, pricing, and responsiveness. The contract includes one year of mandatory maintenance, with potential renewal options for up to three additional years. While specific budget ranges are not explicitly stated, the comprehensive nature of the project involving four separate facility generator installations suggests a significant investment. Bidders must submit pricing for both diesel and dual-fuel options, with mandatory bidding on the base bid for the Dewey Community Center to be considered eligible. Generator manufacturers such as Kohler are specified as the basis of design, indicating a preference for high-quality, reliable equipment.
