About this opportunity

The Maryland Department of Transportation is soliciting proposals on a Purchase Order Request for Proposals (PORFP J01P4600074) for 28 Cisco Secure Firewall 1230 appliances to replace end-of-life Cisco ASA firewalls, with proposals due November 18, 2025 at 2:00 PM and questions due November 12, 2025. This procurement is restricted to vendors certified under the Maryland Department of General Services Small Business Reserve Program — a hard set-aside filtering eligibility.

Additionally, bidders must be current Master Contractors awarded under the Hardware and Associated Equipment and Services 2012 contract (060B2490022) and may submit a Letter of Authorization with their bid. The scope covers 28 units of the Cisco CSF1230-TD-K9 Secure Firewall 1230 Threat Defense appliance, Firepower Management Center VMware upgrade, threat defense software, licensing, and associated hardware including power cords and console cables. Vendors must confirm authorization as a Cisco reseller and provide manufacturer part numbers, estimated lead times (ranging from 7 to 28 days), screenshots of manufacturer's suggested retail prices, and estimated ship dates for all line items. The Hardware Mercury Affidavit (Attachment K) and prime contractor subcontractor list (Attachment P) are required submissions.

Place of performance is MDOT/OTTS in Hanover, Maryland. Functional Areas III (Network Communication Equipment) and V (Manufacturer's Extended Warranty) are in scope. Pricing must remain valid for at least 120 days following the proposal due date. Master Contractors must supply new and unused equipment without restocking fees. Award will be made to the responsive and responsible vendor offering the most favorable evaluated bid price. All bids must be submitted through the State's eMaryland Marketplace Advantage (eMMA) e-procurement system. Samuel Murrill (Secretary's Office, 410-865-1389) and Vicki Block (on-site coordination, 410-684-6406) are the agency contacts.
