Vendors are explicitly prohibited from adding any additional equipment, licenses, or services beyond the specified list, bidding Cisco Smartnet Services, or offering non-Cisco or "Cisco compatible" equipment; all Cisco software must be originally licensed to the buyer as the original licensee, with vendors required to provide copies of Cisco's End User License Agreement upon request. The County reserves the right to make partial, progressive, or multiple awards based on factors including price, quality, conformity with specifications, delivery dates, and suitability for intended use, with pricing firm for 180 days from the effective contract date and payment terms established at Net 30 days after receipt of a correct invoice or acceptance of goods.
While no specific set-aside designations are identified in the procurement documents, Wake County encourages participation from historically underutilized businesses, including minority-owned, women-owned, and disabled business enterprises. Standard bid validity extends 60 days from the date of bid opening unless otherwise specified, and contractors must comply with E-Verify requirements, federal uniform guidance provisions if federal funds are involved, anti-discrimination requirements under Wake County Ordinance SL 2017-4, and the Iran Divestment Act. Transportation costs are designated as FOB Destination, Wake County is exempt from federal excise taxes and personal property taxes with these charges invoiced separately, and all submitted information becomes public record after contract award unless properly marked as confidential and meeting specific legal requirements. No incumbent vendors, current contractors, or existing technology integration requirements are identified in the procurement materials. The solicitation documents do not specify an overall award value or budget range for this procurement.
