About this opportunity
The State of Maine Division of Purchases is requesting quotations for circuit breaker stickers, with quotations due February 20, 2013 at 2:00 p.m. local time through the State of Maine's Vendor Self Service (VSS) platform.
Circuit breaker stickers are designed for affixing to electrical circuit breakers to identify circuits and improve safety and organization within electrical panels. The stickers must meet durability specifications for electrical panel environments, including exposure to heat, humidity, and potential chemical contact, and feature durable adhesive backing, legible printing, and resistance to fading and deterioration. Specific material quality standards, adhesive performance requirements, and printing specifications are outlined in the specification sheet.
A recycled-content price preference applies: paper or paper-product stickers containing a minimum of 30% post-consumer recycled material that fall within 10% of the lowest compliant bid receive preference awards up to 10% of the bid price. Bidders offering recycled products must explicitly indicate this in their response and disclose the recycled content percentage in the comments section. Eligible certifications for virgin fiber content include ATFS, FSC, MLCP, PEFC-affiliated entities, and SFI; bidders must provide proof of chain-of-custody certification or equivalent certification status.
Award decisions are based on lowest priced conforming quotation or a combination of factors including quality, conformity to specifications, delivery time, and cost, with price receiving a minimum of 25% weighting. Past performance may be considered in the award determination. All prices must exclude federal and state taxes. Deliveries are on an FOB Destination basis with transportation charges prepaid by the successful bidder. Standard payment terms are net 30 from receipt of a correct invoice. The contract includes an extension clause allowing the State Purchasing Director to extend the contract period beyond the initial expiration date with contractor consent, with a maximum total contract period not exceeding three years. Pricing for the contract includes an overrun allowance not to exceed 3% above the bid amount.
