About this opportunity
The City of Thousand Oaks is requesting sealed bids for landscape improvements at the monument sign located at the northeast corner of Lynn Road and West Hillcrest Drive, with bids due July 22, 2026 at 3:30 p.m. The bidder must hold a valid California C27 Landscaping Contractor License and register with the California Department of Industrial Relations — mandatory eligibility filters. Prevailing wage under California Labor Code applies.
The scope encompasses removal of existing turf, electrical work to replace lighting fixtures, repair and painting of existing cement stucco walls, removal and replacement of the irrigation system, landscape grading, planting of trees and shrubs, grass sodding, and a 90-day plant establishment period across approximately 9,925 square feet. The project preserves four existing trees (one Coast Redwood and three oaks) and includes installation of landscape boulders and a sand filter bioswale for stormwater management. New irrigation must meet California Maximum Applied Water Allowance (MAWA) standards at 8,884 square feet with an estimated annual water use of 110,656 gallons. A third-party irrigation auditor will perform a MWELO audit at substantial completion, and the contractor must implement any required modifications at no additional cost. All work must comply with City of Thousand Oaks Department of Public Works standards, the Standard Specifications for Public Works Construction (SSPWC), Cal/OSHA safety requirements, and NPDES stormwater pollution prevention protocols. Construction noise is limited to 9:00 a.m. to 4:00 p.m., Monday through Friday. The contractor must call Underground Service Alert at least two days prior to construction and no more than seven days before beginning work and assumes full liability for damage to existing utilities.
The city's engineer's estimate is $180,000. Bid security of 10 percent is required, submitted electronically via Surety2000 or as hard copy (notarized bid bond, certified check, cashier's check, or cash) to the City Clerk Department before bid opening. Performance and Payment Bonds equal to 100 percent of contract price are required within ten calendar days of award. Total contract duration is 180 calendar days (90 construction plus 90 plant establishment). Award will be made to the lowest responsive and responsible bidder. Questions are due July 15, 2026 at 5:30 p.m. Bids are submitted electronically at https://procurement.opengov.com/portal/toaks. Contractors must provide valid California Air Resources Board Certificates of Reported Compliance for off-road diesel-fueled vehicles at bid opening or within three working days thereafter. Liquidated damages are $750 per calendar day for contractor-caused delays and reverse liquidated damages of $750 per calendar day for city-caused delays.
