About this opportunity
The City of Thousand Oaks is requesting sealed bids for street lighting infrastructure installation (CI 5725, Specification No. 2025/2026-23) along Avenida De Los Arboles, with bids due July 29, 2026 at 4:00 p.m. through the procurement portal at https://procurement.opengov.com/portal/toaks. Addendum #1 (Revision) was posted July 21, 2026 and modifies original terms; prospective bidders must acknowledge receipt and understanding of this addendum as part of bid submission.
The scope encompasses installation of approximately 3,663 linear feet of underground streetlight conduit, 14 pullboxes, concrete sidewalks, curb and gutter work, driveways, retaining walls, and landscaping across five intersection locations along one mile of Avenida De Los Arboles west of Highway 23 in preparation for Southern California Edison to install 17 final lighting fixtures. The work also includes full-width street overlay of approximately 9,100 square feet on Calle Abedul (109 tons overlay material, 28 tons leveling course). All streetlights must utilize LED or the most recently adopted energy-efficient standard with a correlated color temperature of 2,700K, with manufacturer selection by the City Engineer. The contractor must possess a Class A general engineering contractor's license and maintain a minimum 10-foot travel lane during construction. The contractor assumes sole responsibility for damage to existing utilities and must comply with City of Thousand Oaks design standards, CALTRANS standards, California Building Code, and stormwater pollution prevention requirements. All work is subject to inspection by the City and SCE and must be completed within 120 calendar days from Notice to Proceed (or 30 days of starting date unless City Engineer authorizes extension). Liquidated damages are $1,000 per calendar day for contractor-caused delays and $1,000 per day in reverse liquidated damages for city-caused delays.
Bidders must submit a 10 percent bid bond and possess prevailing-wage compliance certification. The successful bidder must furnish Performance and Payment Bonds equal to 100 percent of contract price within ten days of award. The contractor must perform at least 30 percent of work with its own forces and equipment. Contract award goes to the lowest responsive, responsible bidder based on base bid alone. No pre-bid meeting is required; site visits are permitted without prior arrangement.
