The City of Thousand Oaks Public Works Department is requesting sealed bids on in-plant magnetic flow meter replacement at the Hill Canyon Treatment Plant in Camarillo under IFB CI 5634, with bids due August 12, 2026 at 3:30 p.m., and mandatory attendance at a pre-bid conference and site walk on July 29, 2026 at 2:00 p.m. — failure to attend renders bidders ineligible. Contractors must hold a current Class A California contractor's license and comply with prevailing wages set by the California Department of Industrial Relations.
The scope comprises removal of five existing magnetic flow meters (4 inches to 36 inches in diameter), installation of City-provided replacement meters, modification of an existing concrete vault access point, reconnection of flow meter power and communications conduits, and technical assistance during testing and startup. The contractor furnishes all labor, materials, tools, and equipment. Work must be completed within 75 calendar days from Notice to Proceed, with liquidated damages of $1,500 per calendar day for contractor-caused delays and reverse liquidated damages of $1,500 per day for City-caused delays.
The contract will be awarded to the lowest responsive, responsible bidder based on the base bid alone. Bid security of 10 percent of the total bid price is required via electronic bid bond through Surety2000, certified check, cashier's check, or cash. The successful bidder must provide Performance and Payment Bonds equal to 100 percent of the contract price within 10 calendar days of award. Bids remain valid for 60 calendar days following opening. All subcontractors performing work exceeding one-half of one percent of the total bid price must be identified in the bid submission with Department of Industrial Relations registration numbers and California Air Resources Board (CARB) compliance documentation for off-road diesel equipment, or confirmation that no such equipment will be used.
