About this opportunity

The Trustees of the California State University is soliciting sealed bids for the CI-272 F12/F11 Building Abatement & Interior Demolition project at CSU Channel Islands in Camarillo, California. This procurement involves asbestos abatement and interior demolition services for partial F-11 and F-12 buildings, with a base bid construction estimate of $445,000 and total Trustees construction budget of $600,000, plus five additive alternates ranging from $1,500 to $37,000 for additional work including ramp, stair, elevator shaft, windowsill, and asphalt/concrete driveway demolition. Sealed bid proposals are due by 2:00 p.m. on June 2, 2026, with public opening at 2:30 p.m. via Zoom conference call. A mandatory pre-bid walkthrough is scheduled for Tuesday, May 12, 2026, from 9:00 a.m. to 11:00 a.m., and the request for information deadline is Tuesday, May 26, 2026, at 4:00 p.m. Bidders must hold current California State License Board licensure including C-22 Asbestos Abatement, ASB Asbestos Certification, HAZ Hazardous Substance Removal Certifications, and C-21 Demolition licenses, with alternative consideration for A, B, or C-61 licenses paired with appropriate experience, and must demonstrate minimum qualifications of at least five years of licensed abatement work experience and three years of licensed demolition work experience. Contractors must provide evidence of qualifications, certifications, licenses, and three comparable projects for both abatement and demolition work, be registered with the California Department of Industrial Relations for public works projects, and be Cal/OSHA-DOSH registered. Project completion is anticipated within 100 calendar days of award, with contract award expected within 30 days of the bid date.

The Trustees require three percent (3%) Disabled Veteran Business Enterprise (DVBE) participation, with a DVBE bid incentive available not to exceed $30,000 when combined with small business preferences, capped at $50,000 cumulative adjustment. Small businesses certified by the California Department of General Services may receive a five percent bid advantage, and non-small businesses committing to subcontract at least 25 percent of work to small businesses are also eligible for this preference. All workers on this public works project must be paid prevailing wage rates established under California Labor Code, with detailed payroll documentation and monitoring requirements mandated. The successful bidder must furnish performance and payment bonds equal to 100 percent of the awarded contract price and submit sealed bids with security equal to at least 10 percent of the total bid amount. Payment terms provide for five percent retention throughout the project with final payment processed 30 calendar days after County Recorder recordation of the Notice of Completion, and contractors must complete a one-year warranty period following project acceptance. All addenda and communications will occur through the Planet Bids E-bidding Platform, and the bid package must be obtained from the Microsoft OneDrive shared folder and submitted using only the CSU-provided bid package format.
