About this opportunity

Churchill Borough in Allegheny County, Pennsylvania, is issuing an Invitation for Bid (IFB) for two separate multi-year sanitary sewer repair contracts with renewal options at the Borough's discretion. The procurement encompasses Contract A for sanitary sewer point excavation repairs, including pipe replacement, wye and lateral repairs, manhole installation and rehabilitation, invert replacement, CCTV verification and inspection, traffic control, bituminous and concrete restoration, and seeding and mulching; and Contract B for full-length manhole-to-manhole CIPP (Cured-in-Place Pipe) lining repairs, including pre- and post-NASSCO CCTV inspection, active service lateral reinstatement, traffic control, and protruding tap removal. Contracts A and B are independent, and bidders may submit proposals for one or both contracts. Sealed electronic proposals must be submitted via PennBid (www.PennBid.net) by 10:00 a.m. prevailing time on Wednesday, April 1, 2026, with public opening and results displayed immediately thereafter. A mandatory pre-bid meeting is scheduled for Thursday, March 26, 2026, at 10:30 a.m. at Churchill Borough's Municipal Building, 2300 William Penn Highway, Pittsburgh, Pennsylvania 15235; attendance is mandatory and must begin prior to 10:30 a.m. with presence for the entirety of the meeting for bids to be considered responsive. The contract will be awarded to the lowest responsible, responsive, and qualified bidder for each contract, with substantial completion required by October 15, 2026, final completion by November 16, 2026, and liquidated damages of five hundred dollars per calendar day applying for delays beyond these dates.

Pennsylvania Prevailing Wage rates are mandatory for all work performed on both contracts. Bid security equal to ten percent of the total proposal amount, submitted as a certified check or surety bond, is required with all proposals. The successful bidder must execute performance, maintenance, and labor and material payment bonds equal to one hundred percent of the contract price, along with certificates of insurance and workers' compensation coverage as specified in the contract documents. Contractors are responsible for all disposal of excess materials at fully permitted off-site facilities with no additional compensation for rock excavation or unforeseen subsurface conditions, and must maintain compliance with PennDOT standards, OSHA regulations, and all local, state, and federal requirements. Contract documents are available at no cost on the PennBid website. The specific award values or budget ranges for Contracts A and B have not been disclosed in the available documentation; however, the project scope and mandatory prevailing wage requirements suggest this is a substantial infrastructure improvement contract.
