About this opportunity

The California Highway Patrol (CHP) is soliciting bids for Ballistic Glass and Kevlar Panel Installation Services at the Fort Tejon Area Office located in Lebec, Kern County, California. The procurement (IFB #25C430000) requires a contractor to install comprehensive security upgrades, including level 3 ballistic glass panels, a bullet-resistant door, electronic door entry device, stainless steel pass-through trays, and Kevlar sheeting around lobby walls. The project also involves retrofitting the existing counter to meet Americans with Disabilities Act (ADA) requirements, with work to be performed during weekends or evenings to minimize operational disruption. A mandatory pre-bid walk-through is scheduled for May 15, 2025, at 11:45 a.m., with bid submissions due on June 4, 2025, at 2:00 p.m. Contractors must possess a General B (General Building Contractor) license, be registered with the Department of Industrial Relations, and demonstrate compliance with 2010 ADA Standards, 2019 California Title 24, and Title 19 CCR Public Safety regulations. Key evaluation criteria will likely include technical capability, compliance with specifications, and adherence to state procurement requirements.

The procurement mandates a minimum of 5% Disabled Veteran Business Enterprise (DVBE) participation, with potential preference and incentive programs for small businesses and DVBEs. Contractors must provide insurance coverage, including $1,000,000 in Commercial General Liability and Workers' Compensation, and submit a performance bond. The contract term is set from October 1, 2025, through September 30, 2026, with an anticipated award in October 2025. Funding will come through the state budget and is subject to annual appropriations, with the total contract amount to be determined during the bidding process. Successful bidders must provide a two-year warranty on all work, labor, and materials, and comply with daily debris removal requirements. The project contacts are Daniel Sumpter (Facilities Coordinator) and Lisa Johnson (Contract Analyst), both located at 601 N. 7th Street, Sacramento, CA 95811.
