About this opportunity

The City of Phoenix Water Services Department is seeking a five-year contract for chlorine and PH analyzers through Invitation for Bid (IFB-26-0142), targeting manufacturers such as Rosemount, ABB, and Endress + Hauser. The procurement will support Water Production and Wastewater Treatment divisions in continuously monitoring free chlorine, total chlorine, monochloramine, and pH levels in treated water and wastewater to ensure compliance with EPA Safe Drinking Water Act and Clean Water Act standards. Key deliverables include sensor equipment with specific technical requirements, including analyzer ranges from 0 to 10 ppm, temperature compensation, LCD displays, and various mounting options. A non-mandatory pre-offer conference is scheduled for November 6, 2025, at 10:00am via Webex, with written inquiries due by November 12, 2025, and offer responses due on November 17, 2025, at 2:00 pm. The contract requires contractors to provide new equipment, deliver to various Phoenix locations, maintain a local Phoenix warranty source, and ensure product compatibility with existing city systems. Pricing will be firm and fixed for the initial contract year, with potential annual adjustments, and the City reserves the right to modify quantities as needed.

The procurement includes robust Disadvantaged Business Enterprise (DBE) and Small Business Participation requirements, mandating contractors to track and report DBE participation through the City's Certification and Compliance System. Contractors must submit a Small Business Participation Plan within 30 calendar days of contract award and use good faith efforts to engage small businesses and DBE-certified suppliers. The solicitation emphasizes non-discrimination provisions, requiring contractors to comply with Title VI of the Civil Rights Act and provide services on a non-unjustly discriminatory basis. While a specific award value is not explicitly stated, the five-year contract scope suggests a significant procurement for water treatment monitoring equipment. Contractors must meet extensive qualifications, including background screening, specific insurance requirements, and compliance with local and federal regulations. The city will require comprehensive documentation, including operating manuals, repair services, and ongoing reporting of DBE and small business participation throughout the contract term.
