About this file
This is a Sensitive Security Information Acknowledgement Form issued by the City of Phoenix Aviation Department for use in conjunction with a state and local contract opportunity for chlorine and pH analyzers. The City of Phoenix Water Services Department is seeking a five-year contract for chlorine and pH analyzers (IFB-26-0142) to support Water Production and Wastewater Treatment divisions in monitoring free chlorine, total chlorine, monochloramine, and pH levels in treated water and wastewater. The procurement targets manufacturers such as Rosemount, ABB, and Endress + Hauser and requires new equipment delivery to various Phoenix locations with analyzer ranges from 0 to 10 ppm, temperature compensation, LCD displays, and various mounting options. A non-mandatory pre-offer conference is scheduled for November 6, 2025, at 10:00 am via Webex, with written inquiries due by November 12, 2025, and offer responses due on November 17, 2025, at 2:00 pm. The contract will commence on or about January 21, 2026, and terminate upon the earliest occurrence of reaching the end of the five-year term including any extensions exercised or termination pursuant to contract provisions.
Pricing will be firm and fixed for the initial contract year with potential annual adjustments thereafter. The City reserves the right to modify quantities as needed and requires contractors to maintain a local Phoenix warranty source and ensure product compatibility with existing city systems. The procurement includes robust Disadvantaged Business Enterprise (DBE) and Small Business Participation requirements, mandating contractors to track and report DBE participation through the City's Certification and Compliance System and submit a Small Business Participation Plan within 30 calendar days of contract award. Contractors must comply with Title VI of the Civil Rights Act, provide services on a non-unjustly discriminatory basis, meet extensive qualifications including background screening and specific insurance requirements, and provide comprehensive documentation including operating manuals, repair services, and ongoing reporting of DBE and small business participation throughout the contract term. The form acknowledges that related contract documents contain Sensitive Security Information controlled under 49 C.F.R. Parts 15 and 1520 and may only be disclosed to persons with requisite "need to know."
