About this opportunity

Weber County, Utah is seeking competitive bids for chipping and tack oil supplies through a formal procurement process with a bid due date of April 7, 2026. The county requires approximately 300 tons of CRS-2p Chipping Oil to be picked up by a county-designated contractor throughout 2026, with anticipated usage of approximately 30 tons per day, and approximately 30 tons of CSS-1H Diluted 2:1 Tack Oil to be picked up as needed with no guaranteed quantities. Bidders must provide pricing for both pickup and delivered options for the CRS-2p Chipping Oil and must include all ancillary costs such as shipping, handling, delivery, installation, and demurrage charges in their quotes. The county will evaluate proposals based on the price of oil as well as the distance to the pickup point when determining the lowest responsible vendor. All bids must be submitted on county-furnished bid forms either in person or by facsimile with advance notification to the Purchasing Agent one hour prior to bid closing. Bidders must certify that they are not debarred or suspended from government contracting and must comply with Utah's Status Verification System (E-Verify) requirements. Delivery time is considered an integral component of bid evaluation, and the county reserves the right to reject any or all bids, accept partial quantities, or split orders among multiple vendors.

The procurement documents do not indicate any specific set-aside designations for disadvantaged enterprises or restrictions limiting organizational types that may respond, meaning the opportunity appears open to all qualified vendors meeting standard compliance requirements. No incumbent vendors or current contractors are identified in the posted materials, and no existing infrastructure or technology integration requirements are specified. The contract does not establish a specific award value or budget range; rather, pricing will be determined through competitive bidding with vendors responsible for all costs associated with supply and delivery. All quoted prices must be firm for the complete delivery of specified quantities, with unit prices governing in cases of calculation errors. Contractors must maintain valid state licenses if their trades or professions require licensure, and all costs not expressly itemized in the bid will not be reimbursed by the county.
