About this opportunity

Anchor Bay School District is requesting sealed bids for chiller and chilled water pump upgrades across four elementary schools (Lighthouse, Lottie Schmidt, Maconce, and MacDonald) under an Energy Savings Performance Contract, with proposals due June 11, 2026 at 1:00 p.m. at the district's Administration Office in Casco, Michigan. A mandatory pre-bid walkthrough is scheduled for May 20, 2026 at 10:00 a.m.

The scope encompasses removal and replacement of existing chillers and chilled water pumps with higher-efficiency equipment, including replacement of a blower coil unit assembly at Maconce Elementary, system flushing and fill, installation of all integral components, comprehensive testing and commissioning, and demolition and proper disposal of existing equipment. Basis-of-design manufacturers are Daikin for chillers (with Trane Technologies and Johnson Controls/York as acceptable alternatives), Bell & Gossett for pumps (with Taco and Armstrong Fluid Technology as alternatives), and ABB for Variable Frequency Drives (with Danfoss as an alternative). All substitutions require written owner approval. The primary chiller (CH-1) is rated at 180.6 tons with 325 GPM chilled water flow capacity. Contractors must furnish manufacturer warranties with a minimum one-year workmanship warranty and provide detailed record drawings and as-built documentation.

Bidders must submit comparable project experience from the past five years, a list of proposed subcontractors, and a 2.5% bid security. Performance and Payment Bonds for the full contract amount are required upon award. All work must comply with Michigan Prevailing Wage for State Projects Act rates. Bids must include sworn and notarized statements disclosing any familial relationships with district leadership and certifying non-Iran-linked business status. Notice to Proceed is expected after the June 24 Board of Education meeting, with construction commencing July 6, 2026, and substantial completion required by October 30, 2026. Functional performance testing is scheduled for Spring 2027. Addendum No. 1, issued May 22, 2026, directs disposition of existing chillers to Basic Metals in New Haven, Michigan, with payment issued directly to the district.
