A mandatory pre-bid conference and walkthrough was held on March 29, 2016, with final bids due on April 7, 2016, at 2:00 PM. The contract term is set to commence on July 1, 2016, or upon Department of General Services approval, and will run through June 30, 2018.

The procurement includes several set-aside designations and preference opportunities, specifically a 3% Disabled Veteran Business Enterprise (DVBE) participation requirement and a 5% bid preference for small businesses. DVBE incentives range up to 5% based on participation levels between 1-5%, and non-small businesses can receive a 5% preference by subcontracting 25% to certified small businesses. The contract includes a $35,000 fixed allowance for parts, services, improvements, and labor beyond regular maintenance duties, with parts to be billed at cost or mutually agreed-upon prices. Chemical supply requirements are detailed, including specific quantities of water treatment chemicals such as inhibitors, biocides, sodium hypochlorite, and oxidizers.
