A HUB (Historically Underutilized Business) Subcontracting Plan is encouraged but not required.

The scope covers monthly service inspections on three cooling towers at Building 532 and one closed-loop system each at Buildings 523 and 532 (Marley Electric models), including water sample testing, adjustments, filter changes, and chemical additions as needed. The contractor must furnish all labor, delivery, safe chemical handling, and materials, and submit monthly inspection reports to the facility's AC Boiler Operator. Services must be provided Monday through Friday between 8:00 AM and 5:00 PM, with a four-hour response requirement for service calls and one-hour response for emergencies. Minimum qualifications are five years of relevant experience for the bidder and two years for assigned personnel. Bidders must submit three verifiable references for similar services completed within the last three years and provide a one-page narrative demonstrating experience and qualifications specific to the scope.

The contract term runs from award through August 31, 2029, with a potential one-year extension at HHSC's sole discretion. Pricing must be firm, fixed, and submitted on Exhibit C covering all labor, equipment, materials, and supplies; adjustments are permitted only through CPI indices or federal minimum wage increases. Required insurance includes workers' compensation (statutory limits), commercial general liability ($1 million per occurrence / $2 million aggregate), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability ($1 million). An optional site visit is available August 26, 2026 at 10:00 AM. Questions are due August 28, 2026 at 10:30 AM. Evaluation criteria are bidder capacity, ability to meet specifications and delivery requirements, and price; HHSC reserves the right to award for best value rather than lowest price.
