About this opportunity
The Maryland Department of Human Services Social Services Administration is seeking qualified child placement agency providers through a Request for Expressions of Interest for two specific service categories: Treatment Foster Care (TFC) and Independent Living Program (ILP) services. Providers must be licensed by the Office of Licensing and Monitoring (OLM) under specific COMAR regulations (07.05.04 for ILP and 07.02.21.02 for TFC). The ILP services are specifically targeted at youth ages 16-20, including mother-baby populations, with the goal of preparing adolescents to transition to independent citizenship. For TFC services, the department is seeking providers who can support children and youth with specialized needs, including medically fragile populations, mother-baby groups, and children with serious emotional, behavioral, medical, or psychological conditions. Key submission details include a question deadline of June 13, 2025, at 2:00 pm, and a proposal submission deadline of June 25, 2025, at 4:00 pm. The anticipated contract start date is October 1, 2025, with providers expected to demonstrate comprehensive capabilities in supporting vulnerable youth populations through specialized care and transition services.
While specific set-aside designations are not explicitly mentioned in the procurement document, the opportunity appears to be open to licensed private providers meeting the specific OLM licensing requirements. The contract seems focused on selecting providers with demonstrated expertise in supporting complex youth populations, particularly those requiring intensive support in foster care and independent living environments. No incumbent vendors are identified in the current documentation, and there are no explicit mentions of integration with existing technology or infrastructure requirements. The procurement does not specify a precise budget range or award value, though the scope suggests a potentially significant investment in supporting youth transition services across Maryland. Interested providers will need to carefully review the full COMAR licensing regulations (07.05.04 and 07.02.21.02) to ensure complete compliance with the state's detailed requirements for child placement agency services.
