About this opportunity
The Colorado Department of Public Safety, Colorado State Patrol (CSP) Procurement Office issued a Documented Quote solicitation on October 6, 2015, for the Child Passenger Safety Colorado program serving Denver County and Denver City. The procurement seeks four types of child restraint systems (CRS): Combination CRS with high-back, 5-point harness design accommodating weights up to 40 pounds with harness and 80 pounds as a booster; Convertible CRS offering forward or rear-facing capability for 5-50 pounds; Booster CRS in high-back or backless configuration for weights up to 100 pounds; and Infant CRS for rear-facing use only, 5-20 pounds. All equipment must be new, manufactured in the United States in compliance with Buy America Act requirements and federal motor vehicle safety standard 213. Bids were due on Thursday, October 8, 2015, at 2:00 PM Mountain Standard Time, with late submissions not accepted. The award period extends from the purchase order effective date through Federal Fiscal Year 2016, ending September 30, 2016, with last orders required by August 31, 2016, and all shipments to be received no later than September 25, 2016. Evaluation criteria include safety standards compliance, unit price per child restraint system, average shipping costs, and delivery timeframes. Bidders must be registered on Colorado's Vendor Self Service System (VSS) to be considered responsive, and pricing must be binding and valid throughout the award period with all costs quoted FOB Destination including shipping and handling. All deliveries must occur Monday through Friday, 8:00 AM to 5:00 PM Mountain Time, excluding holidays, to multiple locations throughout Colorado.
Service-Disabled Veteran Owned Small Businesses (SDVOSBs) registered and verified by the Center for Veteran Enterprise receive a 5% preference on this procurement. The incumbent vendors currently supplying the program are Cosco Canteen for combination systems and EvenFlo Titan 5 for convertible systems. Bidders must provide a W-9 form with their bid submission, and invoices are due ten business days after receipt of order. The estimated spending amounts for this solicitation are $10,000 for Combination CRS, $20,000 for Convertible CRS, $10,000 for Booster CRS, and $6,000 for Infant CRS, totaling approximately $46,000. The award will be made to a single vendor determined to be most advantageous to the State of Colorado, and CSP is tax-exempt. Prospective bidders should direct submissions and inquiries to Leslie Williams, CSP Purchasing Agent, with bids acceptable via email, hand delivery, or mail.
