About this opportunity
The Illinois Department of Central Management Services is requesting proposals to establish a long-term concessions contract with a qualified, licensed day care provider to operate the State of Illinois Child Development Center at the Michael A. Bilandic Building, 160 N. LaSalle Street, Chicago, with proposals due December 18, 2026 and a pre-submission conference and facility walk-through scheduled for November 17, 2026.
The procurement includes a Business Enterprise Program (BEP) Goal and a Veteran Small Business Participation (VSBP) Goal; vendors must submit a Commitment to Diversity response documenting compliance with women, minority, and disability-owned business contracting targets, DEI spending and initiatives, and workforce diversity across governance, executive, management, supervisory, and staff roles.
The Center currently serves 78 children ages 2–7 across 7,668 square feet of indoor space and 4,236 square feet of outdoor space, with current enrollment of approximately 23 state employee children and 34 non-government employee children. The vendor must maintain compliance with Illinois Department of Children and Family Services Rule 407 licensing standards, pursue National Association for the Education of Young Children (NAEYC) accreditation, and develop a parent handbook. Pricing is based on proposed weekly parent/guardian fee schedules per age group; non-state employee parents must be charged ten dollars per child per week above state employee rates, with the vendor remitting differential fees to CMS quarterly. The vendor must pay a flat monthly facility fee of $1,200 for HVAC, janitorial, security, and utilities, with the State retaining responsibility for major repairs and playground equipment maintenance. Allowable additional fees include late pickup, late payment, supply, and application fees, all held constant throughout the term.
The contract term is eight years from final execution with no renewal options; total term including extensions cannot exceed ten years. CMS will conduct quarterly monitoring reviews during year one and semi-annual or annual reviews thereafter. The vendor must maintain $1,000,000 general liability, $5,000,000 umbrella coverage, and $5,000 individual accident insurance per enrolled child. Evaluation criteria total 1,088 points: technical requirements (725 points), commitment to diversity (145 points), and price (218 points). Electronic submissions are required through BidBuy (Reference Number 27-416CMS-BOSS4-B-54060). Questions must be submitted by email no later than seven calendar days after the November 17 conference. Vendor Disclosure forms (for vendors not registered in the Illinois Procurement Gateway) or IPG Active Registered Vendor Disclosure forms and Standard Illinois Certifications (Version 26.2) are mandatory attachments.
