About this opportunity
The Commonwealth of Kentucky, through the Finance and Administration Cabinet on behalf of the Department of Community Based Services, is soliciting bids for child car seats through Request for Bid (RFB) 758 2500000568. The procurement seeks to establish a Master Agreement for a comprehensive range of child safety seats and booster seats, including infant car seats, convertible seats, all-in-one seats, booster seats with and without harnesses, and related accessories such as bases and locking clips, with products spanning multiple weight categories from 4 pounds through 120 pounds. All items must be new and current year models in first class condition, delivered FOB Destination Freight Prepaid and Allowed to multiple Kentucky locations identified in Attachment D, with shipping costs included in the unit price. Bids are being evaluated using a best value approach with Price weighted at 90 points and Delivery weighted at 10 points, for a total of 110 points. Written vendor questions are due April 7, 2025, at 10:00 a.m. ET, with bids closing April 14, 2025, at 1:30 p.m. ET. The contract will be awarded by individual line item, with vendors permitted to submit proposals for one or more product categories, and the Master Agreement will have an initial one-year term effective April 30, 2025, with four optional one-year renewal periods subject to mutual written approval. All bids must be submitted electronically through the Commonwealth eProcurement system and must remain valid for a minimum of 60 days after the bid due date.
Kentucky resident bidders are entitled to reciprocal preference, while qualified bidders receive additional preferences: Kentucky Correctional Industries receives 20 percent preference, and Kentucky Industries for the Blind and qualified nonprofit agencies receive 15 percent preference. Prior to award, vendors must submit a Kentucky Tax Registration Application, Certificate of Authority for foreign entities if applicable, required affidavits including the Annual Affidavit for Bidders Offerors and Contractors, EEO forms if applicable, and Certificates of Insurance including Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, along with Automobile Liability coverage of $1,000,000 combined single limit if applicable. All vendors must be registered in the Commonwealth eProcurement System before submitting bids, with registrations completed on the bid closing date not being processed. Price increases are not permitted during the first 12 months of the contract; after that period, increases may be requested if justified by industry-wide price changes with 30 days' notice, while price decreases must be reflected immediately upon availability. The solicitation documents do not specify anticipated award values or total quantity requirements for this procurement, as bidders may submit costs for individual line items and awards will be made accordingly based on the best value evaluation criteria.
