About this opportunity
The Maryland Administrative Office of the Courts (AOC) has issued a Request for Proposal (RFP) on behalf of the Department of Juvenile and Family Services to procure Child Access Case Screeners. The solicitation seeks up to three resources to screen child access cases for intimate partner violence, domestic violence, and child abuse, with the primary objective of assisting courts in determining mediation appropriateness under Md. Rule 9-205. Proposed resources must hold a bachelor's degree in social work, psychology, human services, counseling, or a similar field, with preference given to those with master's degrees and three years of experience conducting interviews in clinical or court-related settings. The work will be performed 100% remotely, with flexible hours between 8:00 a.m. and 8:00 p.m., Monday through Saturday, involving approximately 20-40 hours of screening and administrative work per week. Case screeners will be responsible for scheduling interviews, completing screenings using the MASIC-S screening tool and Qualtrics platform, and submitting reports with a three-week turnaround time. The RFP was issued on August 4, 2025, with interviews anticipated in September 2025, and the contract will have an initial one-year term with the AOC retaining the option to exercise four one-year renewals.
There are no specific Minority Business Enterprise (MBE) or Veteran Small Business Enterprise (VSBE) goals established for this solicitation, though such enterprises are encouraged to respond. The previous contract was awarded to Kimberly D. Beltran, Jane H. Bolding, and SPC Business Consulting for $221,832.00. The Maryland Judiciary will cover costs for background checks and CJIS clearance for key personnel, with an initial badge issuance fee of $15.00. While contractors are expected to provide their own computer equipment, the agency may provide laptops for Maryland-based contractors if necessary. The contract will be structured as a Labor Hour, Not-to-Exceed (NTE) pricing model, with offerors required to propose fully loaded hourly rates that include all direct and indirect costs and profit. Rates will be prorated in fifteen-minute intervals, and the contract anticipates 1,480 billable hours per year across a base year and four potential option years. The Juvenile and Family Services Office will provide training and orientation on screening tools, court procedures, and confidentiality protocols prior to case assignments.
