About this file

This addendum is issued by the Maryland Judiciary for Project No. K26-0023-25I concerning Child Access Case Screeners. The solicitation seeks contractors to provide case screening services for child access cases, with work performed 100% remotely but requiring interviews to be conducted between 8:00 a.m. and 8:00 p.m., Monday through Saturday. The Maryland Judiciary anticipates contracting with one to three case screeners who will be assigned cases on a weekly basis by the Juvenile and Family Services office, with an average of forty cases per week currently assigned to numerous screeners. Resources must have three years of preferred experience in clinical or court-related settings, though not necessarily specific to child access cases. Case screeners will be responsible for scheduling interviews, completing screenings using the MASIC-S screening tool and Qualtrics platform, and submitting reports with a turnaround time of approximately three weeks per assigned case. The work involves 20-40 hours per week with no guaranteed minimum hours, and contractors may submit invoices weekly, bi-weekly, or monthly.

The previous contract was awarded to Kimberly D. Beltran, Jane H. Bolling, and SPC Business Consulting for $221,832.00. The Maryland Judiciary will cover costs for background checks and CJIS clearance for key personnel, with an initial badge issuance fee of $15.00. While contractors are expected to provide their own computer equipment, the Maryland Judiciary may provide laptops if necessary for Maryland-based contractors who can pick up equipment. The Juvenile and Family Services Office will provide training and orientation on the screening tools, court procedures, and confidentiality protocols prior to case assignments. Administrative tasks such as case review, documentation, and reporting will be compensated at the same hourly rate as interviews, and contractors can set their own schedules within the required availability window, though they may occasionally need to accommodate evening or weekend interviews.

Addendum No. 1

Child Access Case Screeners

Project No. K26-0023-25I

08/19/2025

The purpose of this addendum is to amend and clarify certain portions of the above-referenced solicitation with all prospective Bidders/Offerors.

Questions:

Q1. Could you clarify whether the three years of experience required for proposed resources must be specific to child access cases, or if it includes experience in other related fields like domestic violence or counseling?

A1. The three years of preferred experience does not need to be in child access cases. It can be in a related field, e.g., clinical or court related settings.

Q2. Is there a minimum number of hours expected for each resource to work on a weekly or monthly basis, or is the 20-40 hours per week an estimate of expected work time?

A2. No minimum number of hours is guaranteed.

Q3. Can you provide more details on the invoicing process?

A3. The case screener may submit their invoice on a weekly, bi-weekly, or monthly invoice with the number of hours worked. The case screener will also be responsible for updating the results of each case assigned.

Q4. Can you provide more details on the invoicing process? How frequently will payments be processed, and what documentation will be required for payment approval?

A4. See A3.

Q5. How will substitutions of key personnel affect contract timelines and deliverables?

A5. Substitution of key personnel will be permitted in accordance with RFP Section I.U. All case screeners will need to be identified, interviewed, pass a background check and be authorized to do case screens by the

Juvenile and Family Services office.

Q6. What is the process for ensuring continuity of services if key personnel are substituted mid-contract?

A6. See A5.

Q7. Who was the previous awardee and the award amount for this work?

A7. Work has previously been performed by Kimberly D. Beltran, Jane H. Bolling, and SPC Business Consulting, and the award amount was $221,832.00.

Q8. Was there a previous vendor doing this work, or is this a new contract? If a previous vendor did this work, can you share what their hourly rate was?

A8. See A7.

Q9. Is this a new or existing contract? If there is an incumbent, who is it?

A9. See A7.

Q10. What is the page limit for the Technical Proposal?

A10. There is no page limit.

Q11. Is there a pre-proposal date/time scheduled?

A11. No.

Q12. Does the Maryland Judiciary want Offerors to include proposed Key Personnel NDAs in the technical proposal?

A12. No.

Q13. Does the Maryland Judiciary provide the equipment to Offerors' key personnel, or is the Offeror expected to provide the computer equipment?

A13. It is preferrable for the successful Offeror to provide their own computer equipment, but the Maryland

Judiciary may be able to provide a laptop, if necessary, and assuming the successful Offeror resides in

Maryland and is able to pick up the equipment.

Q14. Who is responsible for paying for the background checks for key personnel?

A14. The cost of the background checks for key personnel is covered by AOC.

Q15. What is the cost for the initial issuance of the badge?

A15. $15.00

Q16. Approximately, what is the number of screeners needed for the contract?

A16. There is no set number. The AOC anticipates contracting with one to three (1-3) case screeners.

Q17. Is there a requirement to include the Health and Welfare rate of $5.55 per hour in the bill rate?

A17. No.

Q18. Does the AOC anticipate holding a pre-proposal conference for this solicitation?

A18. See A11.

Q19. The RFP states that up to three resources may be proposed; however, the budget appears to support only one part-time resource. Can the AOC confirm that the intent of this RFP is to contract for one part-time childcare screening resource?

A19. See A16 and A20.

Q20. Given that the stated work hours are extensive, can the AOC clarify how the work schedule will be determined in advance?

A20. Cases are assigned by the Juvenile and Family Services office on a weekly basis. The number of cases assigned on a weekly basis may vary depending on the number of cases that the courts have scheduled.

Currently, there are on average forty (40) cases per week that are assigned to numerous case screeners. The

Juvenile and Family Services Office wishes to expand to other courts and anticipates the average number of cases to increase.

Q21. On Page 25, the RFP states that Section IV.B and Section V govern the technical and financial proposals.

Can the AOC confirm that the attachments, together with the executive summary, constitute the technical proposal for purposes of submission and evaluation and that the AOC is not seeking a separate written technical proposal.

A21. RFP Section IV.B.3 lists the technical proposal contents. The technical proposal must contain the items listed in RFP Section IV.B.3.

Q22. What is the page limit of the executive summary which is mentioned on Page 20 Section C?

A22. There is no page limit.

Q23. Will the AOC provide initial and ongoing training for the MASIC-S screening tool and the Qualtrics platform, or is the Offeror expected to ensure the proposed resource already has familiarity with these systems?

A23. Yes, the Juvenile and Family Services Office will provide a training and orientation prior to assigning cases to any case screener.

Q24. Will the AOC provide any orientation on court procedures, confidentiality protocols, and MDEC usage prior to the resource beginning work?

A24. See A23.

Q25. How will cases be assigned to the resource(s)? Will there be a set caseload per week, or will assignments vary depending on court scheduling needs?

A25. See A20.

Q26. The solicitation states that work is 100% remote but requires interviews to be conducted between 8:00 a.m.

and 8:00 p.m. Monday–Saturday. Will the resource(s) be able to schedule interviews flexibly within that window, or will schedules be dictated entirely by court assignment?

A26. The resource will be responsible for scheduling the interviews.

Q27. Will the AOC provide the computer, phone (Jabber), and other necessary equipment, or is the Offeror expected to supply the hardware?

A27. See A13.

Q28. What is the anticipated turnaround time for completing a case screening and submitting the report after the interview?

A28. The turnaround time for an assigned case is approximately three (3) weeks.

Q29. Will the AOC compensate for administrative tasks (case review, documentation, reporting) at the same hourly rate as interviews?

A29. Yes.

Q30. How often does the AOC anticipate evening and weekend hours being required, based on historical case patterns?

A30. A majority of the week can be completed during regular weekday business hours, and case screeners can set their own hours. However they may have to occasionally accommodate a party’s schedule in the evening or on the weekend in order to complete the case screening in a case.

Q31. Does the AOC anticipate any minimum or maximum number of cases per week, or will case volume fluctuate significantly

A31. See A20 and A25.

Q32. For background checks and CJIS clearance, will the AOC cover the associated costs, or is the Offeror responsible for those fees?

A32. See A14.

Q33. The RFP states there is “no guaranteed minimum usage.” Can the AOC provide historical usage data or estimated hours from prior years to assist Offerors in pricing proposals accurately?

A33. See A20, A25, and A31.
