San Bernardino County Human Services, Children and Family Services division is requesting qualifications for Child Abuse Prevention and Treatment Services (CAPTS) on a fee-for-service basis across seven regional service areas, with qualifications due May 19, 2026 and contract term beginning September 1, 2026 through June 30, 2029, with potential extensions for up to two additional one-year periods.
Eligible providers must hold current active professional licensure in California or bordering states (Nevada and Arizona) as a psychologist, psychiatrist, licensed clinical social worker, licensed marriage and family therapist, licensed professional clinical counselor, domestic violence counselor, or certified educator, with a minimum of two years of licensed experience providing direct counseling and treatment services to children and families and no record of disciplinary action by the Board of Behavioral Sciences, Board of Psychology, or Medical Board of any relevant state.
The scope includes assessment and treatment services, case management, psychological testing, parent-child interaction therapy, domestic violence services, and group educational classes delivered virtually or in-person across West Valley, Central Valley, East Valley, Northern Desert, Eastern Desert, Mountain Communities, and Colorado River Communities. Certified educators must limit group classes to fifteen participants per facilitator. Services must comply with California Board of Behavioral Sciences regulations. Associates must be supervised by licensed staff approved by the County. All contractors must complete Department of Justice, Federal Bureau of Investigation, and Child Abuse Central Index clearances and comply with encryption and privacy security requirements.
The County has allocated an estimated budget not to exceed $10.26 million. Pricing is established by the County's maximum fee schedule (Exhibit E); providers cannot set independent rates. No-show and late cancellation fees are permitted at 50 percent of standard maximum fee when cancellations occur within 24 hours. The County will not reimburse supplies; providers must document efforts to secure alternative funding through Medi-Cal or private insurance.
A non-mandatory applicant conference is scheduled for April 21, 2026 at 10:00 a.m. via Microsoft Teams. Questions are due April 28, 2026 at 4:00 p.m. Award notification is anticipated June 30, 2026.
