About this opportunity

The City of Cheyenne, Wyoming is issuing Request for Proposal (RFP 7-26) to solicit proposals from experienced consulting firms for the development of CheyenneNext, a comprehensive plan update that will replace the City's 25-year-old comprehensive plan. The procurement seeks a modern, community-driven plan addressing critical issues including housing, land use, data center development, infill development, development processes, services and infrastructure, intergovernmental cooperation, and funding mechanisms. The scope of work comprises four primary tasks: existing conditions analysis across land use, transportation, public safety, public health, community services, intergovernmental coordination, and funding considerations; review of background materials and data; best practices and trend analysis; and plan development with public involvement and final deliverables. Required qualifications include demonstrated relevant experience and past performance in comprehensive planning, project understanding with local knowledge, capacity to manage a mandatory public involvement process including at least two public open houses, stakeholder engagement, digital surveys, and work sessions with City Council, and the ability to complete the project within an anticipated 18-month timeline. Evaluation criteria are weighted as follows: relevant experience and past performance (40%), project understanding and technical approach with local knowledge (25%), public engagement and stakeholder process (15%), project team and management capacity (5%), schedule and value (5%), cost and value (5%), and resident contractor status registered with Wyoming Workforce Services (5 points for yes, 0 for no). Critical deadlines include a non-mandatory pre-proposal meeting on May 1, 2026 at 3:00 PM Mountain Time via Zoom; written questions due May 8, 2026 at 5:00 PM with City responses by May 15, 2026; proposal submission deadline of May 28, 2026 at 3:00 PM through the City's eProcurement Portal; consultant interviews scheduled for approximately June 15-24, 2026; consultant selection anticipated by June 30, 2026; and contract execution on July 28, 2026 with notice-to-proceed issued on July 31, 2026. Proposals must be submitted in two parts with a technical proposal and separate price proposal, and all proposals must remain valid for a minimum of 120 days.

There are no disadvantaged enterprise set-asides specified in the RFP; however, resident contractor status registered with the Wyoming Department of Workforce Services is evaluated as a scoring criterion with 5 points awarded to qualifying firms. No incumbent vendor or current contractor information is provided in the procurement documents. The City has budgeted approximately $295,000 for the base scope, with additional funding potentially available for approved additive alternates, including an optional additive alternate for mobile device data collection and analysis to support transportation and land use planning. Price proposals must include line-item budgets for all scope of work tasks, billing rates by staff classification, and separate prices for additive alternates, with rates remaining valid for the duration of the contract. Selected proposers must provide a Certificate of Insurance naming the City of Cheyenne as additional insured and must execute the City's standard Professional Services Agreement. All work products, including recommendations, drawings, maps, and materials, become the property of the City upon contract award.
