About this file
This document is an addendum to Request for Proposal 7-26 issued by the City of Cheyenne, Wyoming, soliciting experienced consulting firms to develop CheyenneNext, the City's next comprehensive plan update. The RFP seeks proposals for a modern, community-driven comprehensive plan to replace the City's 25-year-old plan, addressing critical issues including housing, land use, data center development, infill development, development processes, services and infrastructure, intergovernmental cooperation, and funding mechanisms. The scope of work comprises four primary tasks: existing conditions analysis across multiple planning domains, review of background materials and data, best practices and trend analysis, and plan development with mandatory public involvement. An optional pre-proposal meeting is scheduled for May 1, 2026 at 3:00 PM Mountain Time via Zoom. Written questions must be submitted by May 8, 2026 at 5:00 PM, with City responses provided by May 15, 2026. Proposals must be submitted electronically through the City's eProcurement Portal by May 28, 2026 at 3:00 PM in two separate parts: a technical proposal and a price proposal. Consultant interviews are anticipated for June 15-24, 2026, with consultant selection by June 30, 2026. The contract is scheduled for execution on July 28, 2026, with notice-to-proceed issued on July 31, 2026. The anticipated project timeline is 18 months.
Evaluation criteria are weighted as follows: relevant experience and past performance (40%), project understanding and technical approach with local knowledge (25%), public engagement and stakeholder process (15%), project team and management capacity (5%), schedule and value (5%), cost and value (5%), and resident contractor status registered with Wyoming Workforce Services (5 points). The City has budgeted approximately $295,000 for the base scope, with additional funding potentially available for approved additive alternates, including an optional additive alternate for mobile device data collection and analysis. Price proposals must include line-item budgets for all scope of work tasks, billing rates by staff classification, and separate prices for additive alternates, with rates remaining valid for the duration of the contract. Proposals must remain valid for a minimum of 120 days. No disadvantaged enterprise set-asides are specified; however, resident contractor status registered with the Wyoming Department of Workforce Services is evaluated as a scoring criterion. Selected proposers must provide a Certificate of Insurance naming the City of Cheyenne as additional insured and execute the City's standard Professional Services Agreement. All work products become the property of the City upon contract award.
