About this opportunity

The City of Fresno is requesting sealed bids on the Chestnut Neighborhood Sidewalks project (Bid File 12700243), with bids due November 17, 2026 at 3:00 p.m., and a pre-bid conference scheduled for November 3, 2026 at 10:00 a.m. via Zoom. Bidders must hold a valid Class A Contractor's License issued by the State of California at the time of bid opening.

The project involves installation of new sidewalks and curb ramps across thirteen streets in the Chestnut neighborhood (bounded by Chestnut Avenue, Tulare Avenue, Willow Avenue, and Belmont Avenue). Work includes 27 bid items: mobilization and traffic control, concrete sidewalk installation (34,100 square feet), concrete curb ramps (3,000 square feet), detectable warning devices (760 square feet), and utility adjustments. The successful prime contractor must perform at least 30 percent of the contract work with its own organization, excluding specialty items.

The construction allocation is $1,865,000. The contract term requires completion within 90 working days from Notice to Proceed, with liquidated damages of $1,000 per calendar day for delays. A bid deposit of 10 percent of the total net bid amount is required, and the successful contractor must provide 100 percent Payment and Performance Bonds before commencing work.

This is a federal project funded by the U.S. Department of Transportation Federal Highway Administration and subject to Davis-Bacon Act prevailing wage requirements and California Labor Code provisions. All steel and iron materials must meet "Buy America" requirements. The project is not subject to a Disadvantaged Business Enterprise goal due to a temporary suspension of the DBE program as of October 3, 2025. All construction management documentation must be submitted through the City's Construction Management Information System (CMIS), provided at no cost to the contractor. Bids may be submitted electronically via Planet Bids or by paper to the Purchasing Manager at 2101 G Street, Building A, Fresno, California 93706-1620.
