About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Corrections, issued Request for Bid (RFB) 758 2600000192 for the procurement of chemicals and application services to support the Western Kentucky Correctional Complex (WKCC) Farm located in Fredonia, Kentucky. This procurement solicitation encompasses 21 line items including various herbicides (Altrazine, Trivolt, Diflexx, Enlist One, Capreno, Round-up Power Max, Ignite, Pasture Guard HO, Barrage, Tordon TRU, and Antures Complete), insecticides (Tempo Concentrate and Baythroid XL), fungicides (Marvis Ace, Trivia, and Delano), spray adjuvants (Quest), and chemical application services. Chemical quantities range from 5 gallons to 768,000 ounces, with application services requiring a minimum of 2,300 acres sprayed twice annually plus spot applications on an additional 3,320 acres. All pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, inclusive of shipping and handling charges, exclusive of federal excise taxes and Kentucky sales or use taxes. Award will be determined using a best value ranking approach allocating 90 points to price (with the lowest bidder receiving maximum points) and 10 points to delivery time in working days. Bids were originally due November 7, 2025, at 1:30 p.m., but the deadline was extended to November 12, 2025, at 1:30 p.m. via addendum. Vendors must submit bids electronically through the Commonwealth's eProcurement system (Vendor Self Service portal at https://vss.ky.gov) in Microsoft Word, Excel, or PDF format, must bid all line items with only one brand or model per item, and must ensure pricing remains valid for a minimum of 60 calendar days after the bid due date. Written questions were due October 29, 2025, at 10:00 a.m. ET, and inquiries should be directed to Keith Srutowski at 502-564-7007.
The contract will establish a Master Agreement for an initial one-year term beginning March 23, 2026, with four optional one-year renewal periods available subject to written approval by all parties and potential renegotiation of terms and conditions. Kentucky resident bidders are eligible for reciprocal preference under KRS 45A.490-494, and qualified bidders including Kentucky Correctional Industries receive additional preference points equal to 20 percent of maximum available points; certain nonprofit organizations serving individuals with disabilities receive 15 percent preference. Successful bidders must provide proof of Commercial General Liability Insurance ($1,000,000 per occurrence and $2,000,000 aggregate), Automobile Liability Insurance ($1,000,000 combined single limit if delivering items or operating vehicles on Commonwealth property), Kentucky tax registration (Form 10A100), and, if applicable, proof of registration with the Secretary of State. No price increases are permitted during the first 12 months of the contract; thereafter, increases may be requested with 30 days' notice and documented proof of industry-wide price justification, with the Commonwealth reserving the right to reduce contract prices to reflect any industry-wide price decreases. Payment will be made within 30 working days of invoice receipt or acceptance of goods, with a one percent daily deduction applied for late deliveries. No specific incumbent vendor information, overall contract value, or budget range was indicated in the solicitation documents, and no site visits or bidders' meetings were scheduled.
