About this opportunity

The Rhode Island Department of Corrections (RIDOC) has issued a Request for Quotation (RFQ22001594) seeking a three-year agreement for chemical grenade and projectile products to be utilized by its Chemical Munitions Unit. The procurement specifically targets a comprehensive set of chemical less-lethal munitions, including 12-gauge, 37mm, and 40mm smoke, CS, and OC grenades and projectiles, along with related accessories and launchers. All equipment is sourced exclusively from Combined Tactical Systems Inc., with strict "no substitutions" requirements, as the items have been rigorously tested and deemed superior in operational effectiveness. The RFQ covers multiple product categories such as indoor barricade rounds, vapor munitions, bang munitions, and launchers, which will be used to supply all RIDOC facilities and the Corrections Emergency Response Team (C.E.R.T.). The solicitation was released on June 29, 2022, with proposals due by July 26, 2022 at 1:30 PM EDT, and included a vendor question and answer period running from June 29 to July 18, 2022. Vendors must submit electronic responses through the Ocean State Procures system and provide pricing as both per-unit costs and a percentage discount off catalog list prices.

The RFQ mandates a 10% minimum participation requirement for Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs), with vendors required to submit an MBE Utilization Plan for contract awards. Vendors must maintain specific insurance coverages, including $1,000,000 per occurrence in liability, workers compensation, and automobile liability insurance. While no specific contract value was disclosed, the three-year agreement represents a significant procurement for the RIDOC's Chemical Munitions Unit. The solicitation includes standard state contracting terms and conditions, requiring vendors to provide ownership disclosures, certifications of legal compliance, and acknowledgments of various state regulations. Electronic submission through the Ocean State Procures system is mandatory, with no alternative submission methods accepted. The procurement appears to be a direct replacement or continuation of an existing chemical munitions supply contract, though no incumbent vendor was explicitly identified in the documentation.
