About this opportunity

The Rhode Island Department of Corrections has issued a Request for Quotation (RFQ22001509) seeking to establish a three-year agreement for chemical grenade and projectile type products to be utilized by the Department's Chemical Munitions Unit and C.E.R.T. team. The procurement specifically targets a comprehensive range of chemical munitions, including 12-gauge indoor barricade rounds, 37mm and 40mm munitions, indoor/outdoor munitions, vapor munitions, bang munitions, chemical munition accessories, and launchers, all from Combined Tactical Systems Inc. The solicitation emphasizes that no substitutions will be permitted, as all equipment has been extensively tested and determined to be superior in operation and effectiveness compared to other market options. The RFQ was issued on June 13, 2022, with responses due by July 11, 2022 at 1:30 PM EDT, and included a vendor Q&A period from June 13 to June 28, 2022. The initial contract term will run from approximately July 1, 2022 through June 30, 2025, with the option for two additional 12-month renewal periods contingent upon vendor performance and funding availability.

The procurement does not specify any set-aside designations or restrictions on responding organizations, and no incumbent vendors are explicitly identified. Vendors must be registered in the Ocean State Procures system to submit bids and must maintain specific insurance coverages, including $1 million in liability insurance, workers compensation, and automobile liability coverage. Pricing must be submitted as firm fixed unit prices for each specified item, with vendors also required to provide a percentage discount off catalog list prices. Deliveries will be made to the Central Distribution Center in Cranston, RI, with shipping costs included under FOB Destination terms. While a specific total contract value is not provided, the comprehensive nature of the munitions list and the three-year contract duration suggest a significant procurement investment. The state reserves the right to make single or multiple awards and to solicit separate pricing for extra-large orders, providing flexibility in the contract implementation.
