About this opportunity

The Rhode Island Department of Corrections is conducting a Request for Quotation (RFQ22001537) to procure specialized respirators and gas masks for its Chemical Munitions Unit and C.E.R.T. team, designed to equip all departmental facilities. The procurement encompasses 58 specific line items, including C50 and PC50 APR Assemblies in various sizes, riot agent filters, voice projection units, communication accessories, cleaning supplies, and related maintenance equipment. Strict vendor qualifications mandate that bidders must be an Avon Factory authorized service and warranty center located within proximity to provide timely warranty and service responsibilities, with no product substitutions permitted. The solicitation period runs from June 30, 2022, to July 25, 2022, with a vendor question and answer period from June 30 to July 15, 2022. Vendors must submit electronic proposals through the Ocean State Procures system, providing unit pricing for each line item and a percentage discount off manufacturer catalog list prices. Key evaluation criteria include vendor compliance with technical specifications, warranty capabilities, service responsiveness, and pricing competitiveness.

The RFQ includes a mandatory 10% participation requirement for Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs), representing a significant set-aside provision for diverse business participation. Vendors must provide comprehensive insurance coverage, including $1 million in general liability, workers compensation, and automobile liability insurance. While no specific incumbent vendor is identified, the solicitation suggests a structured procurement process that allows for single or multiple contract awards. The state reserves the right to evaluate and select vendors based on responsiveness, responsibility, and alignment with technical and administrative requirements. Although no explicit budget range is provided, the detailed line-item approach and requirement for unit pricing indicates a potentially significant procurement value for specialized respiratory protection equipment. Vendors must complete extensive certifications, disclosures, and acknowledgments, demonstrating a comprehensive vetting process to ensure qualified and compliant suppliers for this critical public safety equipment procurement.
