About this opportunity
The Oregon Department of Corrections is soliciting bids on sliced, low-sodium cheese for delivery to its Central Distribution Center in Salem, with bids due September 2, 2026 at 9:00 a.m. Pacific Standard Time. ODOC applies a combined five percent preference for Oregon-fabricated or processed goods and a five percent preference for resident bidders headquartered in Oregon.
The scope comprises approximately 40,000 pounds of sliced cheese in American, Swiss, or cheddar varieties. Each slice must weigh 14–18 grams, contain a minimum of 2 grams of protein per serving, and not exceed 130 mg of sodium per slice. All goods must comply with FDA and USDA regulations, include labeling with Country of Origin and Best Use By dates, and maintain a minimum six-month shelf life at delivery. Delivery is required within 45 days of purchase order issuance or as scheduled by ODOC warehouse staff. Bidders may submit bids for quantities ranging from 50 percent to 100 percent of the requested amount.
The most recent purchase occurred in July 2026 at $1.89 per pound for a 30-pound case, with the contract previously awarded to JNS Foods. Pricing must be submitted on a per-unit basis in decimal format with no more than four digits past the decimal point, with all costs including transportation, fuel surcharges, and delivery charges prepaid on an FOB Destination basis. Award will be made to the lowest responsive, responsible bidder. All bids are firm offers valid for a minimum of 30 calendar days from the closing date. Submission through the OregonBuys system is mandatory; emailed bids are deemed non-responsive. Questions are due August 26, 2026 at 9:00 a.m. PST.
