About this opportunity

The County Commissioners of Charles County, Maryland are requesting proposals for professional services to operate, maintain, and support the county's wastewater flow monitoring network within the Mattawoman Sewer Service Area, with proposals due August 6, 2026 at 11:00 a.m. and a non-mandatory pre-proposal meeting scheduled for July 7 at 10:00 a.m. via virtual conference.

The scope encompasses operation and maintenance of permanent flow monitoring meters and rain gauges; routine inspections and cleaning; data management, analysis, quality assurance, and quality control; and installation or relocation of monitoring equipment as needed. The contractor will support the county's wastewater system planning efforts by providing accurate flow data and technical insight for system performance evaluation and improvement identification. The county reserves the right to expand the monitoring network and procure additional technical support services during the contract term.

Offerors must have been actively engaged in wastewater flow monitoring services for at least five years and must demonstrate three completed representative projects of equal or greater magnitude within the past five years. Preference is given to projects performed for municipal clients within Maryland or the surrounding region. There is no identified set-aside or preference program.

The contract term runs from execution through September 30, 2027, with four optional one-year renewals at the county's sole discretion, with automatic renewal unless either party provides notice of non-renewal at least 45 days before the contract anniversary date. Unit prices remain firm through the base term; renewal-year adjustments are tied to percentage changes in the Consumer Price Index. All costs, including profit, overhead, equipment, and transportation, must be included in the cost proposal.

Evaluation is weighted as follows: experience of qualified personnel (15 points), experience with Maryland and local permitting agencies (20 points), project experience of similar scope and nature (25 points), and price (40 points). The county will award to a single firm. Proposals must be submitted electronically through the county's eProcurement Portal at https://secure.procurenow.com/portal/charlescountymd, with acknowledgment of all addenda required.
