About this opportunity
The City of Philadelphia Procurement Department is requesting quotes for charging blocks and surge protectors under a micro purchase with quotes due September 25, 2026 — a three-day window from posting. The purchase will be awarded as a whole or by line item, whichever serves the City's interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award. The LBE (Local Business Entity) certification program does not apply to this micro purchase.
The contract period runs July 1, 2026 through June 30, 2027. The maximum quote amount is less than $45,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, and rounded to the nearest $1,000. Prices must be net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Products must be delivered FOB Destination Point at the quoted prices. Quote validity is 60 days from submission or throughout the contract term for requirements contracts.
All quotations must be submitted electronically through PHLContracts.phila.gov. A signed Consent and Authorization Agreement must be on file in the vendor profile or attached with the quote submission — no quote will be considered without this document. Vendors must complete all required tabs, address validation warnings, and answer all mandatory questions. Submission of an optional LGBTQ Applicant Opportunity Data Form is voluntary; the form requests self-identification as an LGBTQ-owned business and current NGLCC or other third-party certifications (MBE, WBE, DOBE, etc.).
Sellers must maintain workers' compensation insurance, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence. Payment is contingent upon delivery, City approval, and invoice submission, made via electronic deposit. Vendors must certify they are not indebted to the City for delinquent taxes or other outstanding obligations. Questions can be directed to PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
